I don't find it to be confusing at all, if you look at it deep enough. There are 3 main (english) websites, vBulletin.com, vBulletin.org, and vBulletinTemplates.com; all have different purposes and all users have to be licensed to access them. Why would you need access if you are not a licensed customer?

vBulletinTemplates is targeted at offering template modifications for the vBulletin software, it is not our job to maintain an allowable forum for every request, just as it is not for vBulletin.com/.org. There are PLENTY of designers and skinning websites of which you may contact without a problem and I am sure you will be able to find a designer for you that would be willing to work with you.
