vb.org Archive - View Single Post - How to have a portal like one of vBulletintemplate?

I know it is not just involved in template modification but anyway really desperate to know. How can we have such a fantastic portal like one here? , where the welcome panel is on the left side, Statistics in the middle, News in the middle and such... And how can we add other section (not usercp, calendar ... or so, like Database section here?)

Has anyone released a mod/hacks for this?

I am sorry if asking in the wrong forum but I am just so in love with the portal here.
