Well, if you don't allow custom titles, you could do this via template edits. The user titles allow for html code, so you could change the color, size, etc of the title in the Admin CP.

I posted a template mod for using stars in user titles that could be helpful in learning how to make this change [link].

So, you could use the following code as an example for the "noob" title on your board. <font color="blue">n00b</font>
