Have you applied any hacks or template edits to your postbit?

The code in the postbit for the "quote" button is:
<a href="newreply.php?s=$session[sessionhash]&action=newreply&postid=$post[postid]">

That link is what creates a "quote" in the reply.

You may also want to check your "Custom vB Codes" in your admin panel to make sure that it's still there and has the correct code in it.
