I figured it out. It isn't easy, but I figured it out..

To add new settings you have to insert them manually using a program like phpmyadmin. Each setting goes to the setting table, and you should create a setting group on the settinggroup table. Then create phrases for each setting in the phrase manager. Takes a LONG time, but it works. I'll need to write an installer to automate this - it takes too long to do otherwise.

With this in place I'm probably a few days from releasing my next big hack - vSpamscan, a system to block comment and trackback spam from vbulletin powered messageboards.
