It is fine with the vbulletin liscense agreement as long as you are not hosting these forums in a manner for say another site. Like say i hosted forums for my users and use x wants his forum to be for his site x.com hosting that forum for him for x.com would be in violation of the license agreement. But it user x wants a forum called say x's private corner. Where he can talk with some people from the site in private and it has not strong tie to his site. aka he doesnt link to it from his site saying its their forum and the forum doesnt link to his site stating something along the lines about it being the website for that forum or anything.
