If I wanted a 'privacy statement' on my forum, I would use the built in link and just make a .txt document.

Go to your Admin cp:

vBulletin Options -> Site Name / URL / Contact Details -> Privacy Statement URL

Then just fill in the URL where your privacy statement is uploaded, and a privacy statement link will be placed just in the bottom bar, where the link to the admincp is
