Allowing HTML is dangerous, you should not do that.
What you can do is to modify your templates (SHOWTHREAD or postbit, depends on where you want to have the banner) to add your affiliate code there.

However, if you want to enable HTML:

ACP / Forums & Moderators / Forum Manager
Select the forum, scroll down to the bottom.
Then there is a checkbox to allow HTML in this forum.
