How about this:

Cookie timeout low but remember function active.
htaccess /IP db intergration.

if user is logging in with known IP then remember function is active
and login is automatic, elsewise they need to login manually.

IP's would be added by admin for safe keeping.
This would solve the public access risks on secure forums.

what you all think?
