I was about to post this on vb.com, but knew they would send me over here

I made an announcement that I would most likely be moving servers. I want people to see this announcement. I want it to stand out like a blind man making his way through an empty parking lot at high noon.

I looked around the templates, found the announcements page, but that's just for the page itself.

Where could I find the code that has the announcement link that sits at the top of the forums page? I'm thinking I'd like to change the background color, really make it stand out. But for only the announcements window.
