To get new articles from showing up in new posts - you may need to adjust that forums settings (i.e. make it hidden) or hack search.php to exclude the articles.
One key benefit to this hack is that it means your new articles do get put in new posts and searches which means that your site content is better coupled and more intuitive for users.

As far as your import woe - I agree with Samir - it does sound like a premission problem - however I would have to look into it.
The import process really only takes about 30 seconds. Why not just enable them - run the importer - then hide them again? Seems the quickest solution.
