you need to set up subscriptions ... first activate it by going into vb options and add your PayPal email (or one of the other choices) ..

Afterward, add a new subcription by going into the Subscriptions Manager.
In the Subscriptions Manager, you can set which new permissions a member would acquire. You do this be setting a secondary usergroup (dropdown/checkbox on the left).

this should at least get you on the right track ... I suggest reading the vbulletin manual on subscriptions
