1. Yes, provided you run a server on your own system. You can also upload it to your host and run it while the forums are closed so nobody but you can access it.
2. In the case of PayPal, you need to edit your PayPal options to set the IPN URL. vB's help explains how.
3. Just play around with it, and read the manual.
