If you have SSH/telnet access, i suggest you try a "ping localhost" on that server. It MUST respond with 127.0.0.1

Anyway to me it sounds like the server config is really faulty and probably only your host could fix it, but maybe i am complete wrong on this

I suggest you contact your host about this problem.
