I want to use a point sysem for the links and database system already coded for vbulletin. I want to be able to limit members from downloads files, e.g they need a certain amount of points to download a file.

Points should be awarded for anything such as forum activity, time since signed up, posts, user ratings, rewards from admins ... I don't use any points system at the moment, so it can be another points system which already does this ... just that it needs to be integrated with Links 1.51
