Yes, it is on the left window pane, and if it is not there after you refresh it, then you didn't edit the admincp/index.php file.

The problem with your users being in custom usergroups is, quite honestly, I poorly designed the permissions system. There is a post I made for workarounds, but for the next version there should be a page where you can edit the defaults for allowed and denied groups. Let me search for the post I made and give you a link.
