Again, can you help me?

I need a sentence that denies users from using the shoutbox in vBindex

Something like

Code:

<if userid="4" then bla bla bla ...

It's because I cannot restrict the use if it to another groups or I haven't find how.

I know it's an easy sentence, but I haven't archived it, so I'm asking you for a little help.
