What would it take to modify attachment.php so it will serve up thumbnails to anyone regardless of privileges, but fall back on the ADMINCP setting for attachments when you try to download fullsize images?

I played around with it and was able to do the opposite (fullsize images for everyone but thumbs only for logged in users) This is the opposite of what I actually want.

I know I could enable attachment viewing for everyone in ADMINCP and then only include the fullsize links via template conditionals templates, but that difficult because of the number of places I would need to do that.
