I'm guessing that this already exists, but I haven't had any luck in finding it via the forum search. Here's the issue:

When a mod needs to PM a problem member, much of the time the mod finds that member has disabled PMs and email. The mod must either forego contacting the member or use an external email program after looking up the member's address.

A related problem occurs when a mod bans a member, then tries to PM him to explain - banned users have PMs disabled, so even a mod can't send a PM.

I'd really like mods and admins to be able to PM any user, regardless of the user's profile settings. Does such a hack exist?
