I know its hard to explain in the title but, I would like to put an announcement
in a forum (on top of the forum threads) in an open table so people can read
it upon entering a forum.

this way I can post explanations and instructions on individual forum
sections to help members treat each section properly.

this is for a high end PLM software support site therefore there are many
technical issues to deal with that help isolate a problem more quickly if
the members present there problems in a systematic manner.
