I need to be able to post a QUOTE & NOTHING else.
Setting that to 0 still requires at least one character in the post area.

If this were an ocassional issue, it wouldn't be a problem.
I get a letter everyday that I have to QUOTE. I can not add a thing to it.

I was told I could get help here because:
