Hi RMM,
I know my personal experience how annoying it is to see registrations going for a toss in that usergroup but you cannot do anything about the same.
If those users are spammers, its god that they are caught @ very first end and you can delete them, after lets say 10-15 days.
If your users use yahoo or hotmail as there email ids, It is a problem with there filters which blocks emails from your forums (you can personally do nothing with this issue, as it is faced by many boards today) You can instead display a special customized message for those users on top of your forums using logicians - forum accouncement hack.
You can send new pms to users, and add this message to there pms too. there is a hack from rob_daemon send pm to new users.

There are multiple ways you have to tackle down this problems yourself.

Vbulletin itself tries to send email reminders to this users twice.
