I am unable to find this for 2.3.x

What I am hoping to accomplish is this:
Force ALL of my Registered users to see another page (kind of like the Register Agreement page) when they first login, and if they agree, mark it in the database and let them continue on to posting..

I think the way to go about this is for me to mass change ALL users into a certain usergroup with a special "nopermission" page, but with a "Agree" button which will then move them to a certain usergroup..

I believe this would be a useful hack for a lot of people, but im not quite sure how to code this? If anyone could shed any light on this possible hack, it'd be much appreciated!
