That message generally means that the user you are trying to edit is blocked from being edited by the vBulletin configuration. This can only be changed by editing the config file.

Why you are getting this message while adding a user, I have no idea. Your best bet is to ask in the modification thread. That's probably also where the modification author will most likely see your post.
