EDIT] I found in the install php file, that it looks to the table "his_installed" If I'm correct, it this the little sucker thats keeping me from reinstalling? and is thid safe to delete?

EDIT" I have found that deleting his_installed does allow me to reinstall. However I still get an error

This error is what is causing the permissions in my ADMINPC not to show properly or not at all.

So what information do you need that I'm not providing? what do I need to do to get an answer to my question?
