It is illegal if you don't have permission to use the music contained in the files and you have not paid royalties to broadcast it. By hosting the files and playing it to your users, you are breaching copyright unless you pay a license fee/ royalties. There are case law on this.
For example, a doctor had to stop playing music in his surgery waiting room because it was found that he had to pay royalties to the musician whose music was being played. Ridiculous? Yes. But it's the law.

[This was an Australian case - not sure about US law but since we share the same international IP treaties, I guess it would be similar if not the same].
