Not exactly what you want, but perhaps vb3 Articles would do?

I am testing that at least for this purpose as the FAQ system is not quite right.

Maybe Articles is also not quite right. Plan B is vbAdvanced CMPS system with custom pages, but thats opening up styles admin to to many people...unless there is a hack to limit rights to users and templates within a style...hmm
