i don't know what kind of business you do, but you can try to get a copy of ID via Fax, or even better..... the user register on your side, then they will transfer money to you (not important how).... maybe 5$ ... after recieving the 5$ from customer you let him in...

after this u can give the user a 5$ discount with first order.

I do not want to store the CC data. I just want to use the CC info to verify the person to make sure the person is who is who is saying he is.
