All I can say is this:
DST

Your server's time might not be set for DST properly, or your user's account might be wrong, or the vB settings might not be taking DST into consideration.

Either way, set your time zone in your profile to your actual time zone, and then alter your vB settings until vB's time matches your local time. (Logged out, it SHOULD be your server's time... IIRC)
