I'd be willing to put some time in to help you out, as my site is already starting to level out at only a mere 350 users. I'm getting more experienced in coding PHP and I know HTML as well as anyone. I don't know if you're interested in my help, but I'm offering anyway.
I'd also like to point out that if you're looking to start a large site quickly, the key is getting your name out there. (Or, moreover, the name of your SITE)
Generating hits is the number 1 concern of webmasters, and, unless you're a major hub site like FilePlanet or GameSpy, it can be quite a challenge. I strongly recommend against standard advertising -- 98% of people ignore ads on websites, and 2% is a small number no matter how you look at it.
Try not to create a community where "everyone knows everyone" because that's what caused my site to start to fail. Nobody really sees reason to talk except to gossip, because my first instinct was to tell everyone I knew about my site. Now it's almost all people from within my city on there, and that's causing other people to look at my site and say "why would I fit there?"
I'd also recommend having a definite goal of what you want your site to become. You already have this, which is good, because when I started my site, it was almost just for the sake of having something to work on in my spare time. I had no real goal in mind. vBulletin, at the time, was avaliable to me "illegally"... So I used it as the backbone. An email from NukePirates, Jelsoft's contracted Pirate-Hunters

, caused me to buy a licence for vBulletin. From there on, I've been putting more and more into my site.
I strongly suggest that before you launch, you find a way to get your name out. Advertising is a good way, even if it is overlooked by most... If you find the right places to advertise, you might just get a couple hundred hits. All it takes is trying and not losing hope.
