I wouldn't reccomend dreamweaver because the templates aren't entirely XHTML, they also have plenty of vBulletin variables in there. You could possibly put them in dreamweaver too, but they would only appear as text. But I wouldn't advise using dreamweaver.

No tutorials exist for creating styles from scratch. It takes a knowledge of the vBulletin templates, XHTML and creating images to make one. That can't be taught in a tutorial.
