It has to do with the Index.php

I am new to this and I thought I put in the right path but I guess not.

not sure if I should put in ./forums/chat/ as the path or use the FTP path of where it ACTUALLY is.

Help is appreciated.

Also when i load the install.php from the admin CP the Options do not show in the CP

This is what your chdir should be

/home/nextelel/public_html/forums/
