It would be the "navbar" template. However adding a number next to new posts would not be a good idea because of people constantly posting it would change that number which is displayed on every page/requests on your forum. Traditional caching would be ineffective, and if you fudged it then the number wouldn't be accurate (it could say 25 when in reality there could be like 50 depending on how active your site is)...
