1. Yes, given the limitations of php and mysql of course

2. Yeap, its more than possible to do that.

3. It really depends on the hack, if you know php it wont be that hard to do, granted your willing to take the time and learn.

Personaly ive not used IPB a whole lot, but i think for hacking and the long run you will be much happier hacking vBulletin.

4. 95% of vBulletins look and feel is totaly customizable via the AdminCP. vBulletin uses XHTML valid code for the design and CSS to style it
