I would like to see something that is loosely based around this premise, but not *ban* the users outright..

More, provide a limited Usergroup for members without a non-free (ie: webmail) address...prevent their use of the PM/posting system for a certain amount of time, but have other users (ones with valid ISP email addresses) have the normal permissions that a Registered User would have.
