This may be from left field, but its an idea

We can already make categories for smiles in the admincp.

On the popup it would be nice to see:

Category dropdown menu
-dhtml or simple forum dropdown listing all smile categories by text name / cat image and name.

Once you select the category the mini popup refreshes and listing images for that category with a $navbar for multi pages.

List only images no ?keyboard shortcut? add that info as an alt= variable to the image.
Admincp choice of the number of sillies per page.

It would make it a nice for those forums with 100?s to 1000?s smiles ..

This should use less bandwidth, vs. a huge page also, but do not know the impact on queries with swapping pages and cats.
