Pardon if this is a stupid question, I'm new to VB.

Anyway, I've always admired this forum modeled after the video game Tekken, due to the fact they have gamers worldwide posting. However, the main thing about that intriguing me the most, was the fact that users in other country's such as Germany, Czech Republic, Japan; all of their text is translated to English or whatever language you set it on. My question is, is this a hack, or is it merely a bunch of language packs downloaded?
