the only way i know to export non-vb settings would be via the database as opposed to the actual vbulletin script.
and if the settings are no-vb default then you wouldn't be able to overright as they wouldn't exist and if they did you wouldn't be in this predicament (to my best understanding of the situation)
run in debug mode while you do all of this investigating though, will make life so much easier.
