I also can't access in these days without proxy.
I have a message from vbulletin support about this circumstances.

"We were subject to a large Denial of Service attack orriginating from Japan last night the IP ranges and have had to block 4 A-class ranges temporarily.
The majority of the host appear to be with Softbank BB.
We are hoping to remove these blocks within the next 24 hours after the attack has subsided."

I received this on Tuesday.
So I guess vbulletin.com still being attacked.
