Idea comes from this mod.
Create BBCodes in ACP 2.0 for ipb 1.3 . I used to have this on my IPB before i migrated to vbb

Features:
Create your own BBCodes and buttons in ACP
Interactive dialogues for user entries (like List-BBCode or IMG-BBCode
Create BBCodes sets
Assign BBCodes sets to user groups
Activating of BBCodes
Sorting of BBCodes
Test of BBCodes at edit or creation time with preview window

In short, like i have a list of 100 bbcodes on my board.
I want to allow
Administrators have access to all of those.
Special Members to have access to only 75 of those.
Members only having 50
and newbies./new joiners just 25...

so, creating a differnet bbcode set for each user group.. should be allowed.
