No it can't be used at the same time
When you select to activate both it's the news from the portal that are shown

The shoutbox is under developpement, we'll port the chatbox of po3id0n who is a member of our team (it was a shoutbox for vb2)

And there we'll be more features in the future but we would like to open a support forum where people could ask for new features (but no money for the moment to do so
