Looks like possibly 1 of two things

chmod permissions not properly set.
still some minor misconfiguration in your vbiconfig.php

Are you on a Windows Server? some servers are picky when it comes to file permissions, it dont hurt to use 775 (temporarily), then slowly lower it to 755 or even lower, there might be one file that isnt chmod'd to execute properly.
