Yes i did have access to the shoutbox.php and I tested it with a shout and it worked . Although I'm a little confused about how to get it to show on the index.php page of the forums ?

Does it need to be put in the header of the site somehow?

Now when I go to the admincp I see the shout I made and I am able to edit or delete the shout .
