I just installed this and was testing it out and i wanted to see how unregistered people see the template and it wont let me view it if I am not logged in...

so that a webtemplate will be visible to all:
1- clear "Banned IDs" field
2- Do NOT make it private
3- Do NOT make it draft

Then all will see it including guests.
