There is a permission setting that can do this. Only allow registered usergroup and above to view attachments and I believe that should fix it. Also, try the forums permission aswell, set it to deny all guests from viewing attachments.

Even though the "Who is online" will tell you that a guest is viewing it, They really can't view it because they are being denied.
