From experience I don't know of any site with a stable rpg willing to release their hack for free or even to release it for a price. If someone were to build such a hack I would think of it costing at least $1000 due to the amount of work involved in creating such a large and complicated hack. I know that they're extremely popular because I at one time ran one, but also know that most aren't willing to pay for such a hack, so instead I learned php to create my own rpg hacks etc. Hope that provides some help.
