Not sure if this has been made or not.

A registered user comes to the site or returns and a feature where the admin sends a PM but flags it as forced.

That user, no matter what point of entry into the site, will be forced to view the pm, maybe even have the first page he sees the actual pm.

Possible? Thoughs?
