I don't mean to crash on your ideas - I made that post in a rush this morning and it came out wrong due to my hastiness Basically there are loads of places online where people can go and advertise their services. As far as advertising their vBulletin services there's vbulletin.nl and also another one which I don't agree with due to the site owner's actions around here but basically he has a vb3 hacking site.
