Constantly upgrading the software and fighting through bugs is not just a good use of our administrative time. Being solid and secure technically is essential for success, but larger message boards are more focused on building the forums and accomplishing the goals of the site. For example, Literotica has more than six million posts and they are still running an almost intact version of vb 2.28.
To answer your question, we are probably not upgrading until vb 3.02 comes out. It is just not a high priority to us. We do not want to fall too far behind, but for our needs a vb 2.30 board with 25 nice hacks/modifications is 90%+ as good as a vb 3.02 board with 10 hacks.
