For the time it takes, it depends on activity, as Steven said, but also dedication. I spend cumulatively a couple hours a day on WDF (http://www.webdesignforums.net/), but only in several-minute intervals.

Every board gets its idiot or two. What works for me is having a good, hand-picked, mature, responsible team of moderators and very strict and very explicit rules. As a result, the only time I or my moderators have to ban a member is for advertising, not for pornography, insults, etc. At 16, I think you're old enough by now to be able to handle it (I'm not trying to sound condescending ).

Then again, any forum will have these issues, regardless of what powers it.
